Philippine retailers and other shift-based businesses are being urged to prepare their workforce systems for weather-related schedule changes, as typhoons and severe weather continue to interrupt normal operations. AscentHR says modern HR and payroll infrastructure can help employers respond to disruptions while maintaining accurate compensation and compliance.
According to the Philippine Statistics Authority (PSA), average weekly hours worked declined from 40.6 hours in July to 39.2 hours in August 2026. Bad weather was identified as a major factor behind the drop. For retailers managing store teams, distribution operations, and varying shifts, changing work hours can complicate timekeeping, overtime calculations, payroll processing, and statutory reporting.
The wider labor market adds to the concern. Although unemployment eased to 5.3% in August, underemployment remained at 11.9%, affecting approximately 5.9 million employed Filipinos who were seeking additional hours or another income source. The International Labour Organization has also highlighted the impact of heat stress and extreme weather on working hours in tropical climates, including in retail, manufacturing, logistics, and multi-site operations.
“Operational resilience isn’t just about disaster recovery, but it’s about having payroll and workforce technology agile enough to accommodate weather disruptions and seasonal hours without administrative drag,” said Subramanyam Sreenivasaiah, Founder and CEO of AscentHR. He said automated shift tracking, flexible variable-pay engines, and real-time compliance safeguards can support timely adjustments and accurate employee pay.

As retailers prepare for fourth-quarter seasonal hiring, AscentHR advises businesses to review whether their systems provide flexible scheduling, localized compliance, and real-time workforce data. Its solutions include PowerPay and StoHRM, combining automation, cloud analytics, and localized compliance features to help businesses manage workforce volatility.
